How does FLS work?

Banks and building societies can borrow an unlimited amount of cheap money so long as they maintain or increase lending. The more the banks lend, the less the Bank charges.

Is it working?

It has got off to a slow start. Figures show banks borrowed £4.4bn of cheap money between the launch on August 1 and the end of September.

But net lending only rose by £496m. The biggest culprits were taxpayer-backed Royal Bank of Scotland and Lloyds Banking Group.

That is hopeless.

Yes. But it is early days. When the scheme was launched, officials said it would take until 2013 before real benefits were seen, so all eyes will be on how the banks behave this year.
