The district collector of Madurai has been directed by the Madurai bench of the Madras high court to develop the flower market complex situated near Mattuthavani bus stand, as a model flower market.The direction was given on a writ petition filed by flower merchants A Vaithialingam and 11 others, who sought direction to the authorities including the agricultural department's secretary, collector and corporation commissioner of Madurai to maintain the market complex.The flower merchants were assured by the authorities that they would be given better facilities at the market. But, the marketing committee and corporation neglected the complex and there was no systematic removal of garbage at the market, which forced the traders to dump it in the nearby canal. While being so, the marketing committee started to construct 24 additional shops in the area, earmarked for garbage disposal, they stated.Challenging this, they filed a writ petition that came up before Justice K K Sasidharan in April. The marketing committee told the court that it has not touched the area earmarked for garbage disposal.Following it, advocate commissioners were appointed by the high court to study the issue, who visited the spot and filed a report before the court.The report stated that the market is in an unclean condition, which generates nearly one to three tonnes of garbage every day. The corporation used to remove the garbage once in a week. Besides, there is enough space on the other side for garbage disposal.After hearing all sides and scrutinising the report, Justice Sasidharan passed orders on April 30 with directions to the authorities including the marketing committee secretary, corporation commissioner, public works department (PWD) and district collector.In the order, the judge ordered the committee to identify the place for garbage disposal and to set up such facility. Besides, more metal garbage bins, toilets, sufficient water facilities including drinking water facility, should be provided at the market complex, the court said.The court also directed the PWD to restore the canal to its original position, while giving directions to the corporation commissioner to ensure daily removal of garbage.The order also stated that if the marketing committee or the corporation fail to honour their commitment, the petitioners' can approach the court again.At the same time, the court also advised the traders to dump the garbage only at the place being identified by the committee. If the same is dumped by the traders in any other area, the committee can impose fine on concerned persons, the order said.
