Former Vice President Cheney and top Bush officials banned from Russia over allegations of torture

On Saturday Russia responded against sanctions from the United States banning 18 Russian officials from the country by returning the favor and banning 18 Americans from its country.

The Foreign Ministry released the list, with the highest-profile name being former Vice President Dick Cheney.

Other officials on the list include David Addington, Cheney's former chief of staff and John Yoo, a former official with the U.S. Justice Department.

Tensions between Russia and the United States have remained frosty but neither country would like to see relations  crumble further
Earlier this week the United States imposed visa and bank sanctions against Russian officials accused of human rights violations.

The names on that list mostly stem from the case of Sergei Magnitsky, a lawyer arrested for tax evasion in 2008 after accusing several high-ranking Russian officers of stealing upwards of $230 million.

Magnitsky died a year later in prison where according to witnesses he was beaten and refused medical treatment.

President Obama signed the Sergei Magnitsky Rule of Law Accountability Act in December.

That move infuriated the Russian government and it retaliated by banning Americans from adopting Russian children.

This list of banned Americans has sparked tentative criticism from the United States, which does not want to see relations with Russia crumble.

The State Department released the following statement on Saturday: 'As we've said many times before, the right response by Russia to the international outcry over Sergey Magnitsky's death would be to conduct a proper investigation and hold those responsible for his death accountable, rather than engage in tit-for-tat retaliation.'

Russia also responded with a statement online from Alexander Lukashevich, spokesman for the Foreign Ministry.

'We should note particularly that, unlike the American list compiled arbitrarily, our list features primarily those who took part in legalizing torture and the indefinite detention of prisoners in the Guantanamo special prison camp, and those involved in the abduction and removal to other countries of Russian citizens and in threats to their lives and health.'
Other members of the list of banned Americans include several individuals involved in the case of Viktor Bout, a convicted Russian arms dealer currently serving time in federal prison.

U.S. Attorney Preet Bharara, who oversaw Bout's prosecution team, is one of those banned from Russia.
It does not seem that this ban poses any threat to those on the list besides being unable to travel to the country.

In a statement, Lukashevich continued, 'The war of lists is not our choice, but we cannot ignore outright blackmail.'
